The University Grants Commission's Distance Education Bureau publishes the list of higher-education institutions entitled to offer programmes in open, distance and online mode, under the UGC (ODL and Online Programmes) Regulations 2020. A degree earned online from an entitled university is treated as equivalent to a regular degree — for government jobs, private hiring and further study.
The list we reproduce has 113 universities across 22 states and union territories. Entitlement is per university and per programme, and the UGC revises the list each session — a university can be entitled one year and not the next, which is why the check is worth repeating before you pay, and why the UGC's own site is the final word.
Separately, the UGC publishes 32 self-styled institutions that are not universities at all and cannot award any degree. Both lists are reproduced, searchable by state and name, on our entitled-and-banned page, with the UGC's own site as the source to confirm against.
10 of the 11 universities here record UGC-DEB entitlement as Yes in their published data; Symbiosis SCDL records it as No. A "Yes" is the university's own statement: if you cannot find it on the list — the list uses legal names, and it changes — ask the university for its entitlement letter for the programme you want.

Search the entitled list by name — try the short name and the full legal name, since the list uses the legal one. Confirm the mode (online, not only distance) and the programme. If it is not there, look at the fake list; if it is on neither, ask the university for its UGC-DEB entitlement letter for the online programme you want, and confirm on ugc.gov.in.
